Parkway Boulevard Overcrossing

Safety is the top priority in Dixon and Solano County. With continuous development over the past decade, the Parkway Blvd Rail Safety Project will provide a vital safety connection over a highly used passenger and freight rail corridor.  

The project is needed for the following reasons:  

  • Dixon has no existing grade separated rail crossings.
  • History of rail safety issues, with Dixon recording two fatalities over the past 10 years.
  • Dixon is bisected by the railroad with over 40 trains per day traveling up to 79 mph. This results in unacceptable risk to large residential areas due to restricted emergency vehicle access and evacuation routes.

Parkway Blvd Rail Safety Project will provide an invaluable new grade-separated east-west connection in Dixon, where none currently exist.  The benefits of this project are broad ranging and include:

  • Decrease deaths and injury at rail crossings. 
  • Improves emergency response time. 
  • Creates new safe rail crossing for bikes/peds. 

Project Funding

The total cost of the project is estimated to be $31.5 million. 

In January 2025, the City of Dixon received $25,221,639 in federal funding for the completion of the Parkway Boulevard Overcrossing. This funding was allocated under the Fiscal Year 2023-2024 Railroad Crossing Elimination (RCE) Program and made possible through the following legislative authority: Section 22305 of the Bipartisan Infrastructure Law. 49 U.S.C. § 22909. Funding made available by the FY 2023 and 2024 advance appropriations provided in Title VIII of Division J of the Bipartisan Infrastructure Law and by remaining unawarded FY 2022 RCE Program balances.

In addition, the City has set-aside $6.3 million for a 20% non-federal match. This funding is made up of $1.9 million in Regional Transportation Impact Fee (RTIF) funds through Solano Transportation Authority (STA) and $4.4 million in local Transportation Impact Fees (TIF) funds.
