On the evening of July 27, 2023, at approximately 9:30 PM, officers from the Dixon Police Department were dispatched to a reported incident of gunfire directed at an occupied vehicle in the 400 block of Ellesmere Drive. Upon their arrival, the officers determined no individuals had been hit and the alleged perpetrators had driven from the scene. A crime scene was promptly established, and the department's detectives were summoned to the location.

 During their investigation, the detectives managed to identify a vehicle implicated in the incident, along with the individuals associated with it. The Dixon Police Department promptly disseminated this information to neighboring law enforcement agencies. The Vacaville Police Department located the vehicle at a local motel within their jurisdiction. The Vacaville Police Department, in collaboration with the Solano County Sheriff's Office, verified that the suspects were registered guests at the motel.

Personnel from both the Vacaville Police Department and the Solano County Sheriff's Office successfully apprehended two suspects without any ensuing incidents. Investigators from the Dixon Police Department then conducted a search of the motel room, during which they discovered a pistol. The firearm was determined to be consistent with the shell casing found at the original crime scene.

The suspects, identified as Austin Hughes, 27, and Javon Powel, 18, both residents of Vacaville, were subsequently arrested. Hughes was charged with Assault with a Deadly Weapon (245(a)(2) PC), Shooting into an Inhabited Vehicle (246 PC), Possession of a Firearm by a Prohibited Person (29800(a)(1)PC), and Possession of Ammunition by a Prohibited Person (30305(a)(1)PC). Powel was charged with Assault with a Deadly Weapon (245(a)(2) PC) and Shooting into an Inhabited Vehicle (246 PC). Both individuals were transported and booked into the Solano County Jail.
